Org-wide view-only Flight visibility for Admins

Users with the Admin role have view-only access to every Flight in their organization. Running, editing, and deleting a Flight remain restricted to its creator.

CREATE SHARE defaults to UPDATE AUTOMATIC on DuckDB 1.5.5+

On DuckDB 1.5.5 and later, CREATE SHARE without an explicit update mode now defaults to UPDATE AUTOMATIC. Clients on 1.5.4 and earlier are unchanged.
