Apache Ossie semantic layer support, osi_document.json artifact

Open Semantic Interchange was renamed Apache Ossie. dbt writes an osi_document.json to target/ at parse time and parses Ossie-format .json files from an osi/ directory into the manifest. Ossie 0.1.0 and 0.1.1 are supported.
