Expanded networking billing for OpenSharing SecureConnect

Databricks will be expanding networking billing for OpenSharing SecureConnect. Today, data providers are billed for data transfer (egress) when recipients access shared data through SecureConnect. Additional charge types and access scenarios, including charges billed to recipients, are planned.
